Dan Frisicaro waited until his third offer to purchase season tickets at the Buffalo Bills鈥 new stadium.
He passed on seats with an $8,000 personal seat license fee, and then ones with a $6,000 PSL cost, before pulling the trigger on an offer closer to his desirable price point.
Frisicaro, an East Amherst resident and season ticket holder since 1999, purchased two seats, each with a PSL of $5,000, on the first level around the goal line.

He was one of the first current season ticket holders at Highmark Stadium to be contacted in September when general admission seats started to be sold. The Bills began the new stadium ticket sales process in March, selling club seats until their stock was sold out.
鈥淚 had my maximum I would pay in mind, and I was hoping to stay in the same section for that price, but I had to move down a few sections,鈥 said Frisicaro, who will be paying about $2,150 per seat for tickets.

鈥淚 would have preferred they started the non-club seats closer to $5,000, but I think people are getting more used to this, and the prices are getting more reasonable,鈥 he added.
As the Bills continue to sell season tickets in general admission lower deck sections, the seat licenses required for season ticket holders to buy tickets in the $2.1 billion stadium now under construction in Orchard Park are coming down in cost.
The latest PSL prices being released have certainly come with less shock and awe from fans than some of the initial costs for the most premium seats at the new stadium. It has some fans softening their criticism a bit about PSLs.
Club seats came with a PSL price tag of between $8,000 to $50,000, and that didn鈥檛 include the ticket price increases of around 75% to 100% for most fans鈥 comparable seats. But club seats will make up only a small portion of the over-60,000-capacity stadium.
The Bills, with the help of their consultant Legends, which is handling PSL sales, are currently selling seat licenses at $2,500 for lower-level end zone area seats. The price range for a lower level general admission seat PSL has been between $2,500 and $8,000, fans say.
The lower bowl is now 50% sold through, which aligns with the team鈥檚 expected timing, according to Pete Guelli, Bills executive vice president and chief operating officer.
鈥淎 variety of PSLs as low as $2,500 are currently available, and additional options will continue to be offered based on location and amenities,鈥 Guelli said in a statement.
The next step for the Bills will be to sell seats in the upper deck, where PSL prices will likely go back up for seats from the 25-yard line to midfield and then progressively back down as the seats get closer to the end zone.
Guelli said the team anticipates inviting season ticket holders with comparable seating in the upper bowl this spring.
Shaun McEvoy of Buffalo, a season ticket holder of 20 years, took advantage of one of the team鈥檚 latest price points for a PSL and went from two seats to four.
McEvoy currently sits in the end zone near the player tunnel, and ended up in a similar location at the new stadium. His season ticket price went up around 75%. He considered waiting to see what would be available in the upper deck, but decided not to take the risk.
鈥淚 was anticipating a PSL between $4,000 and $5,000, so $3,500 made it easier to say yes,鈥 McEvoy said. 鈥淭he damage was less than I feared. It is still a PSL, and in my opinion, a money grab, but I know just about every NFL stadium does it, and I鈥檝e accepted that.鈥
Guelli said the goal is to get every current season ticket holder through the New Stadium Experience Center in Williamsville 鈥 the hub for season ticket sales 鈥 before the start of the 2025 football season, which starts in September.
There are almost 18,000 season ticket account holders, and the center can handle 50 appointments per day. There鈥檚 also a waiting list that the Bills have established with more than 5,000 accounts representing the potential for 15,000 season tickets 鈥 all have put down deposits for a chance at seats at the new stadium. They will have the opportunity to view available seating options following season ticket holders, Guelli said.

According to the state, the Bills are forecasting the sale of more than 58,300 PSLs. There will be a little more than 60,000 seats in the stadium, not including about 1,750 suite and loge seats.
Per their agreement with the state, the Bills are required to submit quarterly PSL sales data to the Erie County Stadium Corp., the state entity overseeing the stadium project. The last report made available by the state was for sales through September.
During sales of the more premium seating, Guelli had said 60% of season-ticket holders who have been through the experience center had purchased plans 鈥 鈥渙ne of the highest conversion rates for club seats that (Legends) has seen in any project they鈥檝e had.鈥

Fans who have said no to initial offers are getting called back by their Legends sales representative, but they move to the back of the line for each new section being offered so that the team can offer every season ticket holder a comparable seat to where they are now in the current Highmark Stadium.
Guelli previously said sales in the lower level 鈥渁re moving very quickly.鈥 He added in the statement that 鈥渟upport continues to be strong.鈥
鈥淲e remain confident that there will be an option for everyone as we move through the rest of the stadium,鈥 he said.
But for some fans, paying a PSL and higher ticket prices remains something that is just not in the cards, whether that is because of their disdain for the idea of paying for a seat license or because it is not affordable for them.
Some remain skeptical about the investment of buying a PSL and fear that the team will continue to increase prices for tickets. Season ticket holders are locked into buying their seats while they own the PSL, or they lose their initial investment.

Dr. Jon Redfield and his wife, Sharon, who is the practice manager at the Fredonia Animal Hospital, are longtime season ticket holders who share tickets with their staff, but now find themselves in their early 60s and dealing with having to rebuild after a recent house fire.
鈥淭here are just too many unknowns for us to make the investment in season tickets for the new stadium,鈥 Sharon Redfield said. 鈥淲e all have to make decisions in life that can鈥檛 be impulsive and have to be responsible. This is one of them. We will enjoy next year at the old Highmark as we have done for the past 20-plus years.鈥
Brett Brumm, a season ticket holder since 2021 from Rochester, has a different plan. Brumm said he will be taking the $4,500 his two tickets would have cost at the new stadium and using it in the resale market to buy seats each season. That will allow him to still get to games and have some flexibility, while skipping the $12,000 PSL total cost for the two seats he was offered to purchase at the new stadium.
鈥淚t makes more sense to play the aftermarket than to put $12,000 into a depreciating asset,鈥 Brumm said. 鈥淚鈥檒l take my chances and test the market. Buying in the aftermarket allows me to pivot financially as needed and not be locked into a 30-year decision that I have hanging over my head.鈥
Even some of the fans who already have bought season tickets at the new stadium have their limits.
鈥淚f the PSL was over $5,000, I probably would have had to say, 鈥楾hanks, but no thanks,鈥 鈥 McEvoy said.
